The Carnival's success with integrating creative art activities with other curriculum areas has resulted in it being recognized as a model for the nation in alternative education by the National Endowment for the Arts, the USOE Career Education Department, and the Educational Resources Information Center. After school and Saturday programs are held for ages 4 - 21 as well as open workshops for early childhood participants, ages 4-7.

The HDFC Council membership is made up of individual Housing Development Fund Cooperatives organized into Neighborhood and Borough Chapters whose purpose is to protect, promote and enhance the health and well-being of approximately 1300 HDFCs and 367 TILS in the five boroughs of New York City.

The Coalition comprises a number of community associations in Community Board #9.

The Coalition's primary goals are 1) to secure for the district its fair share of city services from the Department of Sanitation (DOS) and the Department of Parks (DOP) relative to its population and needs; and 2) to coordinate efforts within the District to make the best use of available public and private resources for keeping the community clean.
